The MilPad Mission - Roomshare Program (the "Program") website and application portal are provided as a public service for the exclusive use of eligible applicants. The information presented is considered public information and may be distributed or copied unless otherwise specified. Use of appropriate byline/photo/image credits is requested.

Unauthorized attempts to upload information or change information on this service are strictly prohibited and may be punishable under the Computer Fraud and Abuse Act of 1986 and the National Information Infrastructure Protection Act.

This website is monitored to ensure proper operation, to verify the functioning of applicable security features, and for other like purposes. Anyone using this system expressly consents to such monitoring.

2. Data Privacy Policy

A. Collection and Use: The MilPad Program, administered by Veterans Recovery Network ("VRN") and Padsplit, collects personal information directly from you during the application process. This information includes, but is not limited to, your name, government-issued identification numbers (e.g., DoD ID, SSN), contact information, military status, and employment details. This data is collected to verify your eligibility, process your application, and facilitate your participation in the Program as authorized under the cited statutes.

B. Data Sharing: Your information will be shared between VRN and Padsplit for the sole purpose of Program administration. We do not sell or rent your personal information. We may disclose information where required by law, such as in response to a subpoena, court order, or a specific request from a government agency with appropriate jurisdiction.

C. Data Security: We implement a variety of security measures to maintain the safety of your personal information. These measures include administrative, technical, and physical safeguards designed to protect against the loss, misuse, or unauthorized alteration of the information under our control.

3. MilPad Applicant Legal Liability Waiver & Member-Provider Indemnification Policy Disclosure

By submitting an application to and participating in the MilPad Program, the applicant ("Member") acknowledges, agrees, and consents to the following:

A. Assumption of Risk: Member understands and voluntarily accepts all risks, known and unknown, associated with their participation in the roomshare housing arrangement facilitated by the Program.

B. Release and Waiver of Liability: Member, on behalf of themselves, their heirs, and assigns, hereby releases, waives, discharges, and covenants not to sue the Veterans Recovery Network (VRN), Padsplit, Inc., the U.S. Department of Veterans Affairs (VA), the Department of Defense (DoD), the U.S. Government, and all their respective officers, agents, employees, and sponsors (the "Released Parties") from any and all liability, claims, demands, actions, and causes of action whatsoever arising out of or related to any loss, damage, or injury, including death, that may be sustained by the Member or to any property belonging to the Member, whether caused by the negligence of the Released Parties or otherwise, while participating in the MilPad Program.

C. Indemnification: Member agrees to indemnify, defend, and hold harmless the Released Parties from and against any and all losses, claims, damages, liabilities, and expenses (including reasonable attorneys' fees) arising out of or resulting from Member's (i) misuse of the Program, (ii) violation of any Program policy, or (iii) violation of any third-party right, including without limitation any rental agreement or house rules established by Padsplit or a property owner.

4. Program Disclosure Statement

Program Title: MilPad Mission - Roomshare Program Membership Application

Authority & Sponsorship: The MilPad Program is a sponsored innovation trial established under the authority and framework of the Cooperative Research and Development Agreement (CRADA) Act of 1980, the Montgomery G.I. Bill, the Mission Act of 2018, and 5 U.S. Code Chapter 57 Subchapter I Part III Subpart D (GSA Per Diem for Federal & Military Civilians Workers). The Program is a joint initiative established by the Veterans Recovery Network (a non-governmental organization affiliated with the Department of Welfare and established by the VA Medical Center (VAMC) Department) and Padsplit, a provider of roomshare housing-alternative programs.

Eligibility: This is an exclusive trial program available to the following individuals, pending available openings:

· All active-duty servicemembers of the U.S. Armed Forces.

· All eligible U.S. Department of Veterans Affairs (VA) members.

· Qualified civilian military personnel. · Reservists.

· Immediate relatives or spouses of active military workers.

Program Duration: This trial membership program is available through January 31, 2026, or until all designated program openings are filled, whichever occurs first.

Eligibility & Verification Requirements:

All applicants must meet Program criteria as defined pursuant to relevant sections of Title 5, 10, 38, and 44 of the U.S. Code. Eligibility is contingent upon verification of general work role title classification status and the presentation of sufficient government-issued documentation for identity verification purposes (e.g., Common Access Card (CAC), Veteran Health Identification Card (VHIC), Military ID, PIV Card) as required by the MilPad Program Policy. Final eligibility determination rests with the Program administrators.
